A delegation from the Ministry of Environmental Protection of Turkmenistan is participating in a regional training focused on enhancing the capacity of Central Asian countries to prepare Biennial Transparency Reports. The training is being held in Istanbul from September 29 to October 2.
The practical training was organized within the framework of the Regional Center for Climate Action Transparency for Central Asia (ReCATH). Operating under the Regional Environmental Centre for Central Asia (RECCA), the initiative receives technical support from the Greenhouse Gas Management Institute (GHGMI).
Experts from the United Nations Framework Convention on Climate Change (UNFCCC) and the Initiative for Climate Action Transparency (ICAT) are also participating in the training.
The Turkmen delegation includes Deputy Head of the Department of Environmental Protection Derya Deryayev, Deputy Head of the Environmental Control Service Atamyrat Myradow, and Chief Specialist for the Coordination of International Environmental Programmes Nazar Gurbangulyyev. Mergen Kepbanow, Director of the Project Office of the Regional Environmental Centre for Central Asia in Turkmenistan, is also taking part in the training.
Relevant specialists from Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan are participating in the training and discussing ways to improve climate reporting systems in the countries of the region.
The main objective of the training is to improve the quality of climate change reporting, strengthen the professional capacity of national experts and exchange experience within the framework of the enhanced transparency framework of the Paris Agreement.
The training programme pays particular attention to such issues as preparing national greenhouse gas inventories, tracking progress in the implementation of Nationally Determined Contributions (NDCs), assessing the effectiveness of emission reduction measures and preparing relevant projections.
Participants are also discussing ways to improve intersectoral data exchange, address data gaps, ensure the quality of reports and prepare the documents for review by technical experts of the United Nations Framework Convention on Climate Change.
The training includes practical sessions, consultations with international experts and training on the use of climate reporting tools. The “BTR Solutions Platform” working format enables countries in the region to jointly discuss common methodological issues while developing appropriate approaches that take into account the specific needs of each country.
According to Mergen Kepbanow, Director of the Project Office of the Regional Environmental Centre for Central Asia in Turkmenistan, the preparation of Biennial Transparency Reports and monitoring the implementation of Nationally Determined Contributions are interconnected and important areas of Turkmenistan’s climate policy.
According to him, while Nationally Determined Contributions establish the country’s climate objectives, BTR reports make it possible to demonstrate progress towards those objectives, assess the results of measures being implemented and identify areas of support that may be needed in the future.
Strengthening the capacity of national experts, systematizing data and establishing effective cooperation among relevant institutions were also identified as important tasks. Exchanging experience with countries of the region and cooperating with international experts makes it possible to further improve work in this area in line with national priorities.
Following the training, national teams are expected to identify priority measures for improving their Biennial Transparency Reports and determine areas for further strengthening the relevant professional capacities.
