The 8th Global Security Forum 2026 was held in Doha, the capital of Qatar, from 19 to 21 October 2026. The international event brought together senior officials, diplomats and experts from more than 100 countries. Turkmenistan was represented by Shiri Shiriyev, Director of the Scientific Centre for Strategic Studies at the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan.

The forum was jointly organized by the Qatar International Academy for Security Studies (QIASS) and the independent non-profit organization The Soufan Center. It was held under the patronage of Qatar’s Prime Minister and Minister of Foreign Affairs, Sheikh Mohammed bin Abdulrahman Al Thani.

Discussions focused on strengthening international security, developing relations with new partners and coordinating joint efforts among states to address contemporary threats. Participants also examined geopolitical tensions, the role of international organizations in mediation, cooperation in conflict-affected regions and opportunities for multilateral engagement.

Turkmenistan’s permanent neutrality and its importance in strengthening international peace and security received particular attention on the forum’s agenda. Turkmenistan’s approach demonstrates that neutrality does not mean standing apart from global issues. Rather, it enables the country to contribute to international cooperation through dialogue, mutual respect and preventive diplomacy.

In his address at the BRICS Summit on 25 October 2024, President of Turkmenistan Serdar Berdimuhamedov also emphasized that the country uses its neutral status to promote peace initiatives, strengthen regional and global security, and advance equal dialogue in relations between states.

On the sidelines of the forum, the Turkmen representative held meetings with Mohammed bin Ahmed Al-Misnad, Adviser to the Emir of Qatar for National Security, and Ali Soufan, Executive Director of the Qatar International Academy for Security Studies.

The meetings explored opportunities to expand cooperation between relevant Qatari institutions and the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan, including its Scientific Centre for Strategic Studies.

The forum in Doha served as an important international platform for strengthening mutual trust among states, expanding partnerships and promoting peaceful, diplomatic approaches to resolving disputes. Events of this kind also help advance Turkmenistan’s principles of positive neutrality in practical areas of international cooperation.
