The Mejlis of Turkmenistan continues its efforts to bring national legislation into line with modern economic requirements. Chairperson of the Mejlis Dunyagozel Gulmanova reported on the work being carried out in this area at a meeting of the Cabinet of Ministers held on 17 October 2026.
The relevant committees of the Mejlis are currently in the final stages of preparing draft laws entitled “On Electronic Commerce” and “On State Registration of Rights to Immovable Property.”
The adoption of the Law on Electronic Commerce is intended to establish a legal framework for regulating online commercial transactions, protecting the rights of online consumers, and digitalizing the retail sector.
The draft law on state registration of rights to immovable property, meanwhile, is expected to help accelerate the transition of property rights registers to electronic format.
In addition, members of parliament are working on comprehensive amendments and additions to the Customs Code of Turkmenistan, the Criminal Code, and the Civil Procedure Code.
These legislative initiatives are related to improving the legal regulation of economic relations, digitalizing public services, and strengthening the protection of the rights of citizens and business entities.
