Representatives of the State Migration Service of Turkmenistan took part in the 33rd meeting of the Management Board of the Public Key Directory (PKD) of the International Civil Aviation Organization (ICAO), along with an international practical seminar held as part of the event. The meetings took place in Victoria, Seychelles, from 20 to 22 October 2026.
Hosted at the Eden Bleu Hotel, the international event brought together around 100 specialists from various countries working in passport security, aviation and border control. Participants discussed the digitalization of travel documents, the rapid verification of electronic passports and the modernization of technologies used at border checkpoints.
One of the forum’s main themes was the transition from traditional documents to digital travel credentials. Digital Travel Credentials (DTC) technology enables travellers to store relevant information on their smartphones. Participants also shared experience in using digital security data to verify electronic passports promptly and improve inspection procedures at border crossings.
The Turkmen delegation also learned about ICAO’s updated Public Key Directory platform, launched in March 2026. The system helps countries exchange the digital security certificates required to verify the authenticity of electronic passports. It plays an important role in confirming the reliability of passport data and facilitating document verification at the international level.
The use of the Public Key Directory enables border services and other authorized agencies to verify the authenticity of electronic passports. Such solutions are designed to speed up passenger processing, enhance document security and make international travel procedures more convenient.
During the forum, ICAO’s updated strategic plan for strengthening border security and digitalizing travel documents was also approved.
Turkmenistan’s participation in the international event provided a valuable opportunity to study best practices in migration, strengthen the security of biometric documents and exchange expertise on expanding the use of digital technologies in border control.
